What is IFHP program?

The Interim Federal Health Program (IFHP) is a federal program that provides temporary health-care coverage to individuals who are not eligible for provincial or territorial health insurance. This includes refugees, refugee claimants, and other eligible individuals under Canadian immigration law.

IFHP coverage helps ensure access to essential services, including mental health care, during a period of transition and uncertainty. At Nuran Clinic, IFHP plays an important role in making psychotherapy accessible for refugees and asylum seekers, supporting emotional wellbeing, stability, and a safer adjustment as individuals and families begin their lives in Canada.

Who Is Eligible for the Interim Federal Health Program (IFHP)?

Eligibility for the Interim Federal Health Program (IFHP) depends on your immigration status in Canada. IFHP is designed to provide temporary health-care coverage, including mental health services, to people who are not yet eligible for provincial or territorial health insurance.

In general, IFHP may cover:

  • Refugees and asylum seekers, including resettled refugees and refugee claimants

  • Individuals awaiting a decision on their refugee claim

  • People who have been recognized as refugees or protected persons

  • Certain individuals detained under the Immigration and Refugee Protection Act

  • Other eligible groups with specific temporary immigration status

 

Eligibility is often established as part of the refugee or immigration process, and for refugee claimants, coverage typically begins as soon as a claim is submitted.

Most eligible individuals receive official IFHP documentation from Immigration, Refugees and Citizenship Canada (IRCC) or the Canada Border Services Agency (CBSA). This document allows access to IFHP-covered services.

IFHP coverage is time-limited and usually continues until you become eligible for provincial or territorial health insurance. Some immigration categories are not covered, so eligibility may vary depending on your status.

If you are unsure whether you are eligible or how to access IFHP-covered services, we encourage you to speak with a settlement worker, a family doctor, a legal advisor, or a refugee-serving organization. You may be eligible for free psychotherapy services. These services could help you deal with the trauma you are carrying and assist you with integration in Canada.
